Michael Gould (PhD 1993 from NCGIA, University of New York, Buffalo) is tenured senior lecturer (Profesor Titular de Universidad) of Information Systems at the Universitat Jaume I, in Castellón, Spain. He teaches Geographic Information Systems to 3rd year Computer Science students, Introductory Computation to 1st year Agricultural Engineering students, and Computing Projects (Master's project tutorial) to 5th year CS students, in addition to co-teaching a doctoral course on 3-D GIS. Currently his research is focused on interoperability, the geographic information infrastructure (GII) including especially metadata services, and web-based systems for delivery of geographic information, including emerging technologies based on XML. He is currently funded by the Spanish Ministry of Science and Technology (CICYT) through December 2003, to design and implement pilot component technology to support the emerging Spatial Data Infrastructure (SDI) in Spain. He is involved as external consultant on similar developments in the regions of Cataluña and Galicia. This research has also been supported by a sabbatical grant (Ministry of Education) which allowed Dr Gould to work during the academic year 2000-2001 at OpenGIS Consortium (Boston, EE.UU.) on SDI-related topics.

Dr Gould serves as council (management board) member of the Association of Geographic Information Laboratories in Europe (AGILE) and is past member of the board of the Spanish national GIS association (AESIG). He is a member of the Spanish Assoc of Standards (AENOR) national technical committee 148 on spatial data standards (representatives of ISO/TC211 and CEN/TC287). He was nominated national expert for the INSPIRE working group on Architecture and Standards (AST). He has participated as guest lecturer in more than 15 Masters and other postgraduate programmes in Spain, and is a tutor in the UNIGIS distance Masters programme (version for Spain and Latin America). His funded research projects have included considerable work in the area of he emerging European Geographic Information Infrastructure, including three years as co-PI of the European Spatial Metadata Infrastructure (ESMI) project, and more recently as technical coordinator of the preANVIL Interoperability Observatory project funded during 2000-01 by the European Commission's Joint Research Centre, and currently co-PI on the ACE-GIS project (www.acegis.net). He has also intervened as consultant on the SDIs in the regions of Galicia and Cataluña.

He was a founding member of the editorial board for GeoEurope (ex GIS Europe) magazine, for which he has written several columns and articles since 1992. He has reviewed manuscripts for several professional journals (including IJGIS, Urisa Journal) at the national and international level, as well as for several international conferences, most recently GISPlaNET, CESII98/99 and Agile2000-03 (programme committee chair for Agile2002 and Agile2003). He has served twice as expert evaluator of R&D proposals submitted to the Directorate General XIII (Telecommunications and the Information Market) of the European Commission. Finally, Gould has worked for several commercial organizations including major GIS vendors and OGC as consultant (internal and external) during the past decade.
