Job Description

I. M. Systems Group, Inc. (IMSG) www.imsg.com is seeking to hire a Renewable Energy Policy Specialist to work at NOAA’s National Marine Fisheries Service (NMFS) in the Habitat Protection Division (HP) of the Office of Habitat Conservation. This position will be located in Silver Spring, MD. The incumbent will assist in the development of national strategies for NMFS to address emerging renewable energy issues by working directly with the HP Headquarters Energy Team to support ongoing core operations and pursue new opportunities and partnerships where appropriate. HP is responsible for ensuring that NOAA trust resources have sufficient healthy habitat to sustain populations. Conservation and protection of these habitats across the United States is accomplished through partnerships with other federal and state agencies, NGOs and private entities. HP staff based in the NMFS headquarters office in Silver Spring, MD are responsible for national oversight and regional coordination of activities fulfilling in part NOAA’s responsibilities under the Federal Power Act, Energy Policy Act of 2005, and Energy Independence and Security Act of 2007 (EISA).

Job Duties:
• Assist the NMFS and NOAA Energy Teams as well as Regional staff in developing the NMFS’ national policy and strategy for addressing the emerging renewable energy arena. This includes the creation of an information clearinghouse.
• Assist in NMFS and NOAA efforts to respond to the Federal Energy Regulatory Commission’s and the Department of the Interior’s Minerals Management Service’s testing, licensing, and leasing processes for renewable energy projects. Deliverables will include providing comments on FERC and/or MMS proposed processes, and support for implementation of NOAA-related provisions of EISA.
• Assist the Energy Team with the tracking and review of renewable energy projects and status, and review specific emerging renewable ocean energy project proposals, as appropriate. Responsible for initiating the design of an expanded tracking database for renewable activities.
• Support and pursue partnership efforts with NOAA and non-NOAA partners involved in renewable energy issues and projects. This will include identifying strategic opportunities for creating new or enhancing existing partnerships both within (e.g., NMFS Energy Team, NOAA Energy Team) and outside the agency (e.g., Department of Energy, National Hydropower Association, Ocean Renewable Energy Coalition) to help further NOAA’s responsibilities for protecting habitats in the face of renewable energy development.
• Contribute to implementation of NMFS renewable energy outreach strategy.

Requirements:
• Four (4) years direct environmental/analytical experience in relevant areas
• Bachelor’s Degree, or one year’s additional experience for every year of degree deficiency.
• Experience working at NOAA or other government office experience is desirable.
• Experience with GIS is desirable.
• Marine Policy experience would be a great asset for this position.
• Master’s Degree is desirable, but not required.
