Jan ’11-Jan ‘12   PenBay Solutions - Brunswick, ME
GIS Project Manager/Consultant

- Developed, managed and oversaw the strategies, tactics, and activities required to successfully execute the objectives of a project’s scope. 
- Played a primary role in planning, performance, contract management, and invoicing decisions as well as high level project resourcing.
- Had full authority related to project execution and was responsible and accountable for all aspects of a project.
- Responsible for establishing and defining the project plan which was updated frequently to accommodate evolving project realities. 
- Provided geospatial data and systems consulting expertise as a direct contributor to client projects.
- Managed up to 5 projects at one time including client projects as well as coordinating and managing the development of PenBay’s proprietary web development product suite.
- Worked closely with upper management, development staff and business development/sales staff throughout the project lifecycle.
- Involved in every aspect of the project lifecycle from requirements gathering, estimating, and proposal development, to budget tracking, keeping project on scope, testing and delivery.

Sr. Data Analyst/Technical Lead/Project Manager/Data Manager

- Data Manager- Responsible for managing the in house world data repository, a team of 5-15 people who work on the data, and all samples, RFPs, and contracts that use the world data.  Acted as the ESRI technical contact for any projects needing to be done in any ESRI format. (Shapefile, PGDB, FGDB). 
- XMap project manager- Worked with the data group, professional sales and development to manage the software development of our professional GIS application.  Managed a team of 10-12 developers and worked with QA, UI and automated testing to direct their efforts. Gave quarterly presentations to the management team to discuss feature content and budget.
- Served as Technical Lead/Project Manager for government contracts.
- Prepared data for prototypes and RFPs.
- Wrote project plans, workflow summaries and QC guidelines and helped write/build requirements documents for new features.
- Consistently developed improved workflows in both data collection standards and project planning.
- Successfully met all project and delivery deadlines.
- Experienced at working within a schedule-driven or feature-driven project deadline.
- Have strong knowledge of ESRI software and acted as technical P.O.C. for all projects involving it.

- Used ESRI technology to prototype new and innovative Aeronautical products incorporating agency specifications.
- Provided direction and support for development staff as they create innovative tools leading to new types of chart products.
- Wrote functional requirements documents for new tools.
- Assisted developers in the prototyping, testing and implementation of new software functionality.
- Provided on and off-site technical support and training for current and prospective customers.
- Supervised in-house production staff as well as outside subcontractors, fielding questions related to technical software, chart specification or production.

- Successfully transitioned to a new type of chart production environment.
- Worked on production team to create, edit and deliver digital aeronautical charts.

- Performed final quality checks on all team charts before delivery.
- Worked directly with the development staff to solve all technological problems that were encountered in a timely manner.

Database Analyst - TLM Mapping Team

- Extracted digital vegetation and hydrographic features from satellite imagery.
- Worked on the finishing team providing QC, correcting errors, and seeing maps through the final stages of delivery.

Database Analyst - Data Acquisition Specialist

- Located, mediated, negotiated, and finalized the acquisition of several million dollars worth of datasets for various clients.
- Consistently demonstrated efficiency and organization.  This job required me to be proactive, dedicated (often through lots of OT), deadline driven, budget conscious, and have excellent communication.

Towards a Global Licensing Framework for Geospatial Data

Is it time for a global licensing framework for geospatial data? The GSDI Legal and Economic Working group thinks so and offered a presentation and a way forward at the GSDI 13 conference held in Quebec City in May. The effort aims to harmonize existing licensing without changing fundamental access policies and funding models and be compatible with the diferences in national legal systems.
