Projects:
•Coordinated several GIS application projects assigned by the Ministry of Environment & Forests. Won multiple projects with large budgets and executed those winning letters of appreciation and creating a GIS friendly environment in the ministry.
•Indian State Level Basic Environmental Information Database (ISBEID): ISBEID is a web enabled software developed by the Ministry of Environment & Forests India. A software module for a spatial interface with GIS application has been developed as a one-stop information provider on environment status for states and union territories. Prepared web based GIS applications for various ecological zones like Maharashtra, Assam, Manipur, Meghalaya, Tripura & Mizoram. The project has been extended to cover all India with 24 parameters.
•National Hazardous Waste Information System (NHWIS): An online web based system which gives the status of hazardous waste management in the country. The project includes an online national directory of 10,000+ hazardous waste generating industries.
•Web GIS based Emergency Planning & Response System: A project under implementation for use of GIS for offsite emergency planning, preparedness and response to tackle release of chemicals. The project uses high resolution satellite data supplemented by local information for compiling information of various chemical process hazards. Developed offsite emergency management plans for 10 states including installation of software and mock drills. The standalone systems of Gujarat & Maharashtra have been migrated to the web based system.
•Web based GIS for the Ganga River Basin under the National River Conservation Directorate: Development of a GIS based flexible tool for monitoring water quality of River Ganga and its tributaries covering 5 major rivers – Ganga, Yamuna, Gomti, Damodar and Hooghly across 7 states – Delhi, Uttarakhand, Haryana, Uttar Pradesh, Bihar, Jharkhand and West Bengal. Developed 2 modules one using Image Web Server technology for analysing satellite imagery and the other using ArcGIS server for GIS analysis. The outputs are being used for location of water quality monitoring (WQM) stations a sewage treatment plants (STP) in the river basin.
•Web GIS based services for Forest mapping for the Punjab State Forest Department: Created a digital spatial database with GIS application including digital cadastral maps of the forest areas, web based applications for planning, management and monitoring and capacity building & training
•Spatial Data Infrastructure for Multilayer GIS for Planning: Development of a national infrastructure up to the district level with hierarchical spatial database and application services supporting G2Gdomain applications including forest mapping, urban mapping, soil mapping, groundwater mapping, cadastral mapping & geological mapping. The outcomes of the project are topographical & resource spatial layers with GIS tools enabling decision making at various levels of the government. Participated in developing digital database at the district level using Quick Bird data, creation of village database and a web based GIS for the Soil & Land Use Survey of India (SLUSI).

Is it time for a global licensing framework for geospatial data? The GSDI Legal and Economic Working group thinks so and offered a presentation and a way forward at the GSDI 13 conference held in Quebec City in May. The effort aims to harmonize existing licensing without changing fundamental access policies and funding models and be compatible with the diferences in national legal systems. That's a tall order, but an important one as the world moves toward geodata sharing. Geoff Zeiss reports.
