Esri Does 80% of GIS Mapping and other Government GIS News

I can't say I've ever heard the 80% static in this sentence:

In addition, Spahr [GIS grad student] said GIS can provide base-layer maps, aerial data, geocoded inventory, joined sites to tax parcels, added attachments, export to Google maps, KML, ESRI ArcServer (a large company that does 80 percent of the GIS mapping).

Shawnee County [Kansas] will pay $50 an hour to Leviticus “Lee” Allen, its former geographic information systems coordinator, to provide GIS-related services to the county on a contract basis.

Lee left to run the Topeka GIS department. The plan it to either hire a replacement or perhaps train a current IT staffer to do the work. The comments to the article are quite telling.

New management at the top of the U.S. government's IT org means a new role for data.gov.

The White House's digital strategy will require Data.gov to transform from a bulk-upload, bulk-download data repository to a portal that links directly to agency data, said Federal Chief Information Officer Steven VanRoekel May 24 at an event in Washington, D.C.

That seems to mean the portal will be more of a developer tool and the agencies will host their data, hopefuly in better form with greater accuracy. Is this a step back or a step forward? Is it just Geospatial One Stop all over again?
