Daniel Lathrop, News Applications Editor at the Dallas Morning News used a few tools in buiding a map of how black and Hispanic candidates fared in the first round of voting May 29 in each precinct in Texas' newly drawn 33rd Congressional District. In particular he used QGIS and Google Maps. You'll find that by looking at the notes:
Notes: Demographics drawn from U.S. Census. Precinct boundaries and totals received electronically from Dallas and Tarrant county elections officials. Demographic totals are approximate, based on using the Quantum GIS program to assign each block to a single precinct. In some cases changes to the Quantum GIS result were made manually, but the results are not perfect.
