Overview
The incumbent holds a management position relating to all aspects of Geographic Information Systems in UNHCR. With the further introduction of “results-based management” in UNHCR, GIS functions will be further mainstreamed into other organizational units. Therefore, the thrust of the post will gradually shift from providing expert technical skills to managing organizational change and backstopping other management functions.
Major duties and responsibilities include:
1. Coordination, technical guidance and support of GIS activities in Field and Regional Offices with the ultimate objective to capacitate Field operations to use GIS as part of their operational data and performance management functions;
2. Strategize the use of GIS in UNHCR and create linkages with other data management activities, such as registration, camp management, collection and analysis of standards and indicator data, etc.
3. Compilation and analysis of geographical data (with an age and gender perspective where possible) for UNHCR’s internal planning processes and for reporting purposes to UNHCR’s external audiences;
4. Planning, management, and supervision of GIS activities outsourced to UNHCR’s partner organizations;
5. Drafting and updating of guidelines on standards and methodologies of a decentralized GIS approach in UNHCR;
6. Provide advice so as to ensure conformity of UNHCR practices with international and UN standards and norms in the field of geographic information and in the application of related tools such as Geographic Information Systems (GIS), Global Positioning System (GPS) and remote sensing for refugee operations;
7. Provide guidance and make recommendations to operations managers on the use of geographic information and related tools in combination with registration data, survey results and indicator tracking to strengthen operational assessment, monitoring and improved coordination between UNHCR teams and partners;
8. Provide standardised geographical documents and in particular maps and satellite imagery for decision making, operations management, official UNHCR reports, documents, and briefings;
9. Design and implement GIS training strategies for UNHCR operations in the Field;
10. Participation on behalf of UNHCR in inter-agency technical meetings on mapping and GIS and promotion of UNHCR’s role as partner for GIS in the areas of forced migration and humanitarian assistance.
11. Supervision of staff, interns and consultants and responsibility for special assignments as determined by his/her supervisor.
