Update 1/9/13: here's a link to the contract. I had to ask WCSA to help me find it. Thank you!

The Western States Contracting Alliance (WSCA) and the National Association of State Procurement Officials, working in collaboration with the states of Colorado, Montana, Oregon and Utah, have awarded four contracts for GIS public cloud hosting services to Dell, Dewberry, Esri and Unisys.
The final contract stems from a request for information put out two years ago. The goal was cost efficiencies, flexibility and scalability, and reduction in staff support time. During the research process the Alliance learning that cloud computing is more complex than expected and broadened the original tasks a bit to include general cloud hosting and infrastructure-as-a-service as well as cloud GIS. That's why there are two more GIS-y vendors (Esri, Dewberry) and two more cloud-y ones (Dell, Unisys).
The contract is open to any jurisdictions (tribal too) within Alaska, Arizona, California, Colorado, Hawaii, Idaho, Minnesota, Montana, Nevada, New Mexico, Oregon, South Dakota, Utah, Washington and Wyoming and other approved states and federal agencies.
The contract is not yet listed among those on the WSCA wesbite.
