Louisiana's Vision for Destination-Based Taxing Technology Led Nation Years
Before National Streamlined Sales Tax Effort Gained Traction
BATON ROUGE, La. -- Watch Systems, LLC today
announced that the State of Louisiana today has approved a multi-year
renewal
of its highly-effective TaxWatch program, which makes available an
Internet-
based tax code calculation system for all State Motor Vehicle Offices.
TaxWatch makes collection of parish and municipality collections much
more
accurate and efficient by mapping addresses against the proper tax
jurisdictions in real time. Watch Systems developed this leading-edge
technology in conjunction with the Louisiana Department of Revenue
and the
Information Services division of the State Department of Public Safety,
whose
leaders immediately saw the applicability of Watch Systems' mapping
technology
as a timely solution to the problem of returning fair tax results for
all of
Louisiana's special taxing districts.
While Louisiana launched the program three years ago, the rest of the
nation is now addressing the need for 'destination-based' taxing solutions
to
address complex taxing issues such as online purchases. The steps
Watch
Systems and Louisiana took to develop a solution became the building
blocks
for TaxWatch, which was also recently selected by the State of Kansas
for a
five-year implementation, further validating Louisiana's leadership
decision.
Rex McDonald, director of Information Services for the State Department
of
Public Safety, initially brought the program to Kay Hodges, commissioner
of
the Office of Motor Vehicles. After seeing a demonstration of
Watch Systems'
mapping applications for law enforcement, McDonald reasoned that geocoding
of
a residence could just as easily be mapped against Louisiana's complex
array
of special taxing districts to accurately match the appropriate tax
rates.
"We've made the collection of sales taxes on motor vehicles simpler
and
more accurate for people doing business in Louisiana, and other states
are
taking cues from our success," said Hodges. "We are much more
accurate in
ensuring that local taxing districts get the correct amount of revenue.
We've
also made the entire process much more consistent."
"It's important that Louisiana get credit for being the first to solve
a
thorny problem," said Watch Systems partner Mike Cormaci. "With

independent taxing districts, our state has one of the most difficult
environments for destination-based taxation. But they had the
vision for the
solution years ago, and now it's becoming clearer to everyone else

well the system works."
