Lt. Gen. Jim Clapper and Dr. Jim Blackwell Join DFI Government Services

DFI Government Services announced today that Lieutenant General James R. Clapper, Jr., USAF (Ret.) and Dr. James Blackwell will join their ranks as Chief Operating Officer and Vice President of Defense Programs, respectively.

"Few have had more positive impact to the intelligence, defense, and homeland security arenas than General Clapper and Jim Blackwell," said Dr. Barry Blechman, Chairman and CEO of DFI International. "We're excited to welcome them to our team."

General Clapper brings more than forty years of experience in national security affairs, including service as Director of both the National Geospatial Intelligence Agency (NGA) and Defense Intelligence Agency (DIA). Throughout his distinguished career, General Clapper consulted and advised Congress and the Departments of Defense, Energy and Homeland Security on key national intelligence issues. As a member of the Downing Assessment Task Force, he provided key insight to the investigation of the 1996 Khobar Towers bombings. He also served as Vice Chairman of the "Gilmore Commission," a congressionally mandated advisory panel to assess domestic terrorism response capabilities.

Dr. Blackwell, a military affairs expert and author, specializes in military transformation, defense reorganization, and the defense industrial base. Blackwell served as Executive Director of the Independent Panel to Review Department of Defense Detention Operations, an unvarnished assessment of U.S.-run detention centers throughout Iraq and Afghanistan. He was a military analyst for the Fox News Channel during the Bosnia and Kosovo Campaigns and for CNN during the Persian Gulf War. Blackwell's published works include On Brave Old Army Team: The Cheating Scandal That Rocked the Nation, and Making Defense Reform Work, co-edited with Barry Blechman.

General Clapper holds a bachelor's degree from the University of Maryland, a master's degree from St. Mary's University in San Antonio, Texas, and an honorary doctorate from the Joint Military Intelligence College. Dr. Blackwell graduated from the U.S. Military Academy in 1974 and holds a master's degree and doctorate from the Fletcher School of International Law and Diplomacy at Tufts University.
