This explosion in devices, many of them mobile, has resulted a corresponding explosion in location-based data.  And with over half the world’s population now living in cities, municipal services are strained.  More efficient use of city resources will require the use of location-based data in order to improve utilities management and emergency response, expand the capabilities of urban maps and help citizens and businesses achieve their goals.  Yet, without standards for communicating location information, apps and servers cannot exchange data about the locations of people, places and things.
