Dewberry Welcomes Carolina Land Planning Expertise of Skinner, Hoffman, and Hilliard

Dewberry, a privately held professional services firm, has hired three new professionals in Raleigh to enhance the firm’s land planning and development capabilities, presence, and service quality throughout the Carolinas. Joseph (Joe) Skinner, PE, has been hired as vice president of Dewberry’s Raleigh office. With more than 40 years of experience, he has been involved in engineering, land development, and business management projects throughout North and South Carolina. Skinner spent more than a decade managing infrastructure, environmental, and land planning projects in Greenville, South Carolina, before serving as president and CEO of a mid-sized engineering firm. He received his bachelor’s degree in civil engineering from West Virginia University and is a member of the American Council of Engineering Companies – North Carolina, the American Society of Military Engineers, and the Raleigh Chamber of Commerce.

Cindy Hoffman, RLA, LEED Green Associate, has been hired as a senior land planner and landscape architect in Dewberry’s Raleigh office. She will be responsible for project management, due diligence, site analysis/feasibility, master/site planning, entitlements, design implementation, and construction documentation for healthcare, higher education, commercial, mixed-use, and industrial clients. With nearly 23 years of experience, she specializes in front-end due diligence, land planning, and entitlement consulting. Hoffman received her bachelor’s degree in environmental design and landscape architecture from North Carolina State University. She is a member of the Urban Land Institute and both the national and North Carolina chapters of the American Society of Landscape Architects.

Conley Hilliard has been hired as a business development manager in Dewberry’s Raleigh office. With nearly 43 years of experience in North Carolina, he has an extensive background as an advocate for economic development. He spent more than a decade with the North Carolina Department of Commerce, promoting the growth and expansion of established industries throughout the state. He helped bring new industry to communities by coordinating with federal, state, and local government agencies, utility companies, consulting firms, contractors, engineers, architects, and financial institutions to capitalize on available assistance programs at the public and private level. Hilliard received an associate’s degree from Sandhills Community College, a bachelor’s degree in sociology from High Point University, and a master’s degree in guidance and counseling from North Carolina Central University.
