DFI Government Services Strengthens Leadership with Clapper and Blackwell

DFI Government Services has announced the addition of Lieutenant General James R. Clapper Jr., USAF (Ret.), and Dr. James Blackwell to its executive team. General Clapper will serve as Chief Operating Officer, while Dr. Blackwell assumes the role of Vice President of Defense Programs.

Dr. Barry Blechman, Chairman and CEO of DFI International, emphasized the significance of these appointments, noting the substantial contributions both individuals have made to the intelligence, defense, and homeland security sectors. Their arrival is expected to reinforce DFI’s strategic capabilities across its national security portfolio.

Distinguished National Security Leadership

General Clapper brings more than four decades of experience in national security and intelligence. His career includes leadership of both the National Geospatial Intelligence Agency (NGA) and the Defense Intelligence Agency (DIA). In addition to directing these major intelligence organizations, he has advised Congress and multiple federal departments — including Defense, Energy, and Homeland Security — on complex intelligence matters.

His service has extended to high-level investigative and advisory assignments. As a member of the Downing Assessment Task Force, he contributed to the investigation of the 1996 Khobar Towers bombing. He also served as Vice Chairman of the congressionally mandated Gilmore Commission, which evaluated U.S. domestic terrorism preparedness and response capabilities.

Defense Reform and Strategic Analysis Expertise

Dr. James Blackwell joins DFI with a background rooted in military transformation and defense restructuring. An established authority on defense policy and the industrial base, he previously served as Executive Director of the Independent Panel to Review Department of Defense Detention Operations, conducting a comprehensive evaluation of U.S.-operated detention facilities in Iraq and Afghanistan.

Beyond government service, Dr. Blackwell has provided analysis on major military conflicts, including commentary during the Bosnia and Kosovo campaigns for Fox News and coverage of the Persian Gulf War for CNN. His published works include On Brave Old Army Team: The Cheating Scandal That Rocked the Nation and Making Defense Reform Work, co-edited with Barry Blechman.

Strategic Vision for the Future

General Dennis J. Reimer (Ret.), President of DFI Government Services and former U.S. Army Chief of Staff, highlighted the analytical rigor and independent thinking both leaders bring to the organization. He characterized them as strategic thinkers willing to confront complex and controversial issues in pursuit of practical solutions for national security challenges.

General Clapper holds a bachelor’s degree from the University of Maryland, a master’s degree from St. Mary’s University in San Antonio, Texas, and an honorary doctorate from the Joint Military Intelligence College. Dr. Blackwell is a graduate of the U.S. Military Academy and earned both a master’s degree and doctorate from the Fletcher School of International Law and Diplomacy at Tufts University.
