Bentley Systems Appoints Bill Panos and Sheilah Brous to Strengthen Transportation Leadership

Bentley Systems has announced the appointment of transportation and public sector veterans Bill Panos and Sheilah Brous to senior leadership roles aimed at expanding the company’s transportation partnerships and enterprise public sector initiatives across North America.

Bill Panos joins Bentley as Senior Director, North America Transportation, where he will lead efforts to grow the company’s enterprise public sector programs and strengthen transportation sector partnerships. Panos brings more than four decades of experience spanning government leadership and private-sector consulting. His career includes serving as Director and Chief Executive Officer of both the North Dakota Department of Transportation and the Wyoming Department of Transportation, as well as holding senior executive positions in municipal and state agencies across the United States. In the private sector, Panos has worked in consulting and infrastructure-related leadership roles, focusing on integrated risk management, energy advisory services, and transportation infrastructure strategy.

Sheilah Brous has been appointed Senior Director, North America Mobility, reporting to Panos. In her new role, Brous will focus on advancing operational delivery and helping transportation agencies achieve measurable outcomes through Bentley’s infrastructure engineering solutions. She brings nearly three decades of experience in federal, state, and local government policy, regulatory, and operational leadership. Most recently, she served as Director of Policy and Regulations for the Maryland Department of Transportation, where she oversaw administrative policy development for a workforce of more than 10,000 employees and contractors. Earlier in her career, she held government relations leadership roles at major public utilities, working closely with federal, state, and local policymakers on funding initiatives and legislative priorities.

The appointments reflect Bentley’s ongoing investment in public sector expertise and transportation innovation, reinforcing its commitment to supporting departments of transportation, mobility agencies, and infrastructure stakeholders with digital engineering and digital twin solutions. By adding leadership with deep experience in government operations and infrastructure delivery, the company aims to strengthen collaboration with transportation agencies and accelerate the adoption of advanced infrastructure technologies that improve planning, delivery, and long-term asset performance.
