AA ValueIT Brings Advanced GIS Analytics to Modern Property Assessment

SALT LAKE CITY, Utah — At the 2023 IAAO Annual Conference on August 27, 2023, Esri Canada unveiled Assessment Analyst ValueIT (AA ValueIT), a new web-based visualization and analytics application designed to elevate how jurisdictions evaluate property assessments. The solution gives assessors greater transparency and authority over valuation accuracy by integrating computer-assisted mass appraisal (CAMA) data directly within a geographic information system (GIS) framework. As an extension of the Assessment Analyst® suite, AA ValueIT further strengthens Esri Canada’s approach to geo-enabling property information for improved assessment management.

Ensuring that assessed values accurately reflect market realities is fundamental to equitable taxation and public confidence. Yet uncovering inconsistencies in large volumes of valuation data has long posed operational challenges for assessment offices. AA ValueIT confronts this issue by delivering sophisticated spatial visualization and analytical capabilities that allow users to quickly detect irregularities, anomalies and valuation discrepancies.

Brian Smith, industry and product manager for Assessment at Esri Canada, described the application as a significant advancement for the sector. He noted that AA ValueIT equips assessors with practical tools to examine, interpret and verify assessment values, enabling more confident decisions and supporting fair, defensible outcomes. By combining spatial context with data validation tools, the application gives assessment professionals greater command over the entire valuation workflow.

AA ValueIT is engineered to streamline data-intensive processes. It manages extensive datasets efficiently, drawing information from multiple sources and consolidating it into an intuitive interface supported by analytical dashboards. This design reduces manual effort, accelerates review cycles and improves the speed at which assessors can interpret results and respond to emerging issues.

Regulatory compliance is another central focus. Through GIS-based visualization, the system highlights geographic areas that satisfy—or fail to satisfy—local and state appraisal performance standards. This spatial clarity assists assessment offices in maintaining adherence to mandated requirements and strengthens oversight of assessment quality metrics.

Beyond broad geographic analysis, AA ValueIT enables property-level evaluation. Assessors can isolate individual parcels and assess their influence on the integrity of the overall assessment roll. This granular capability supports deeper examination of outliers and contributes to improved consistency across property classes and market segments.

To further strengthen analytical rigor, the application incorporates Esri Canada’s lightweight regression model. This built-in modeling tool compares assessed values against market sales within defined markets, revealing significant deviations that may warrant review. By offering an independent method for identifying disparities, the regression component reinforces confidence in final valuation outcomes and supports defensible assessment practices.

Deployment is structured for jurisdiction-wide implementation, with seamless compatibility across existing GIS platforms and CAMA systems. The application is configurable to align with local standards, data structures and operational requirements, ensuring adaptability without disrupting established workflows.
