USMC Advances Emergency Response Modernization with I/CAD Full Deployment Approval

The U.S. Marine Corps has cleared a major acquisition milestone that enables worldwide implementation of Intergraph Computer-Aided Dispatch (I/CAD) software under its Consolidated Emergency Response System (CERS) program. Following operational validation at Marine Corps Air Station Cherry Point, the system has received both Milestone C and Full Deployment Decision approval—an essential authorization within the Department of Defense acquisition framework that permits transition into full-scale deployment.

The approval authorizes deployment of I/CAD across 13 Marine Corps installations globally. The decision follows extensive testing, systems engineering validation, and live operational use conducted in collaboration with Marine Corps Systems Command (MCSC) and Intergraph Government Solutions (IGS). The successful production deployment at MCAS Cherry Point in North Carolina served as the critical validation environment demonstrating operational readiness and compliance.

I/CAD, developed by Hexagon Safety & Infrastructure—the parent organization of IGS—was required to meet the Department of Defense’s stringent cybersecurity standards under the Risk Management Framework. In addition, the system satisfied compliance requirements aligned with U.S. Navy security protocols, reinforcing its suitability for mission-critical defense networks.

According to Cameron Smith, executive director of security solutions at IGS, operational acceptance at MCAS Cherry Point played a decisive role in achieving the combined Milestone C and Full Deployment Decision. The authorization marks a pivotal progression for the CERS initiative and positions the system for broader implementation throughout Marine Corps installations and potentially other Department of Defense environments.

With Milestone C status achieved, the CERS program can now proceed with fielding under the five-year, $23 million Indefinite Delivery, Indefinite Quantity (IDIQ) contract awarded to IGS in 2014. The U.S. Navy has also formally authorized I/CAD for use across Department of Navy networks through certification within the Navy’s Application and Database Management System (DADMS), further validating the platform’s interoperability and security posture.

In operational environments, I/CAD provides integrated hardware and software capabilities for managing emergency communications and incident response. The platform enables accurate, real-time handling of 911 calls and supports comprehensive incident management workflows. Department of Defense first responders receive immediate access to critical information, including hazard alerts, prior call history, geospatial context, and a shared operational map. This unified situational awareness environment enhances response coordination and improves safety outcomes for military installations.
