Dewberry Announces the Promotion of Gib Jones and Jeff Gangai

Dewberry, a privately held professional services firm, announces the promotions of Gib Jones, PE, CFM, and Jeff Gangai, CFM, in the firm’s Fairfax, Virginia, office to associate vice president. 

With more than 26 years of industry experience, Gib Jones is a senior water resources engineer and an expert in risk analysis, risk reduction, and floodplain management. He has worked extensively with the Federal Emergency Management Agency (FEMA) and other clients overseeing hundreds of flood studies for the National Flood Insurance Program (NFIP), specializing in national program initiatives, coastal studies, levee mapping projects, cooperating technical partners, and post-disaster recovery mapping efforts.

Jones is knowledgeable about a wide range of water resources and environmental studies, including coal ash impoundment inspections, environmental compliance audits, ground water and surface water modeling, remediation goal development, and evaluating compliance with water quality standards. 

Currently, he is helping lead Dewberry’s production and technical services contract servicing FEMA’s Risk MAP program, as well as managing floodplain operations for the State of North Carolina. 

Jones earned his master’s degree in civil and environmental engineering from Cornell University and his bachelor’s degree in civil engineering from Pennsylvania State University. He is a certified floodplain manager and a professional engineer in Kansas, Mississippi, and Virginia. He is a member of the American Society of Civil Engineers and the Association of State Floodplain Managers. 

As a senior coastal engineer, Jeff Gangai serves as a coastal flood hazard analysis senior technical lead and provides coastal guidance and technical support for various resilience projects. He is a key participant in FEMA coastal workgroups that address national coastal policy, modeling, and mapping issues. He is also experienced in establishing and implementing national FEMA coastal methods and policies, including the development of Limit of Moderate Wave Action (LiMWA) mapping procedures, 500-year wave height modeling, and numerous updates to FEMA’s coastal guidelines and specifications.

He is a national expert, with more than 23 years of experience in coastal flood hazard analyses with a specialty in coastal processes and structures. He has extensive knowledge of the latest coastal modeling and mapping requirements, as well as flood insurance and wave studies. 

Gangai also responds to coastal storm disasters, providing critical storm impact information for communities to begin building back safely and quickly, as he did in the wake of Superstorm Sandy, leading the development of Advisory Flood Elevation Maps. He responded to FEMA within a 24-hour timeframe and provided coastal storm flooding depth impacts to buildings for Hurricanes Hermine and Matthew. Currently, he is leading FEMA coastal flood studies along Lake Erie and Lake Ontario, developing and implementing new study methodologies for the Great Lakes.

Gangai earned his bachelor’s degree in maritime systems engineering from Texas A&M University, Galveston. He also holds a graduate level certificate in coastal engineering from Old Dominion University. He is a certified floodplain manager, and a member of the American Society of Civil Engineers and the Association of State Floodplain Managers.
